So if anyone has played watch dogs you know you can blackout the whole city. So my idea was that there would be a character who can do this for maybe quick raids or just to kill someone who has been pissing you off. The hack would have like a 5 min cool down. And when the blackout happens its like when you get kidnapped and it says lights will be on in 10 secs. Or just make it so you can still walk around and flashlights are disabled. This is just my opinion I can see how some might see this as unbalenced or dumb.
